SABE Services Group's Building Management Systems (BMS) division successfully delivered a staged BMS upgrade for the Logan City Council Administration Centre over a five-year period.
The project involved the complete design and engineering of a modern control system, replacing end-of-life infrastructure to improve system reliability, functionality, and long-term maintainability. The upgrade also included the redevelopment of the BMS graphics, providing enhanced system visibility and a more intuitive user interface for facility operators.
Delivered within a live, high-profile government environment, the project was carefully staged to minimise disruption while maintaining the ongoing operation of the Council's administration centre, which accommodates the Mayor, Councillors, executive leadership, and administrative staff.
Challenge
The Logan City Council Administration Centre remained fully occupied and operational throughout the project, requiring all works to be carefully planned to minimise disruption to Council staff, executive leadership, and daily operations. Maintaining continuous operation of the building's mechanical services was critical, with air conditioning systems required to remain fully functional during business hours.
As a result, system shutdowns and critical commissioning activities were strategically scheduled outside normal operating hours, requiring detailed planning, coordination, and staged implementation across occupied areas.
The upgrade involved replacing end-of-life BMS hardware and software while maintaining the integrity of the existing control system, ensuring a seamless transition to a modern, future-proof platform without impacting building performance.






Solution
SABE Services Group delivered the BMS upgrade through a carefully staged implementation strategy that maintained uninterrupted building operations throughout the five-year programme.
Detailed methodologies and work schedules were continuously updated in collaboration with Logan City Council, allowing the project team to adapt to operational requirements while minimising disruption to occupants. To further reduce impacts, the majority of shutdowns, commissioning, and controller replacements were completed after hours.
As an authorised Innotech partner, SABE Services Group designed and implemented a modern, future-ready control solution using Innotech hardware and software compatible with the existing HVAC infrastructure. The upgrade included 15 Omni controllers, 92 Skia VAV controllers, and a new NeoView BMS graphical interface based on the Tridium Niagara N4 platform with ReFlow graphics.
Results
The project successfully delivered a fully integrated, modern BMS across 5 buildings and 15 floors, providing centralised control of 21 AHUs, 5 FCUs, 92 VAV boxes, 2 chilled water pumps, 1 air-cooled chiller, 3 ducted split systems, and 2 CRAC units.
The upgrade has future-proofed the Logan City Council Administration Centre, providing a BMS platform that supports future HVAC upgrades while improving overall system reliability and maintainability. Enhanced monitoring, control, and intuitive graphics enable the Council's maintenance team to optimise building performance, with ongoing remote support provided by SABE Services Group's BMS division.
The replacement of ageing controllers has significantly improved the reliability of both the BMS and the existing HVAC assets, including critical CRAC units, resulting in more consistent environmental conditions, reduced operational risk, and improved occupant comfort throughout the facility.
